Galactic Empire's source code was released under the GNU General Public License (GPLv2) in 2002 by Mike Murdock and posted here: https://sourceforge.net/p/gnu-ge/code/

It was moved to https://github.com/bsimser/ge in 2016 by Bill Simser and relicensed under the MIT license.
